MERCY is a combination development of public market & office. The design has to able to fit into a spatial context, which located in between town and river front.This is the context which the design must prove itself with an understanding of the urban context of the surrounding of Kota Tinggi.
The design aim to create a connectivity linking the commercial area of the town with the river front, hence a humble profile ( low level building ) is designed to honour the river front. Extension of the green from the river front to the design to creates a continuity of the site context into the design itself.
The Rooftop becoming a urban park where public can freely access, eventually destroy the boundary between the building and the public which allow the public to evacuate during floor without second thought. Events, activities and fairs can be carried out on the rooftop urban park acting as an attraction point for the Kota Tinggi residents to approach to the River front and the existing market.
During Flood, the design will act as an urban island where people can access to the rooftop urban park as temporary evacuation area for the urban users. The slopes of the urban park is act as massive boat parking for the rescue team.
• Building proposed were function more to youth activities. Youth were chosen it is because according to the observation and questionnaire, only housewife and old people will visit the site in the morning to shop for fresh food.
• Building proposes were being attracted for youth came to the site.Besides it will possibility to improve social condition of Kota Tinggi community.
• By surrounded with facilities at the site like terminal bus and terminal taxi, it will be easy the user come to the building.
• This youth activities center also will transform to flood relief center when flood time were it is the main of this project design.
• The building will create the multifunction space that can transform to others space while flood.

Common solution for flood refugees in Malaysia is to place them in a large hall where all daily routine to be continued, publicly. This gives less privacy and rather uncomfortable ambiance to almost everyone. Hence, this provoked the idea of placing the flood victims temporarily (existing or transferred) into 2 type of pods (HexaPod) without jeopardizing their security and privacy.
The main idea of the Pod is to temporarily contain the flood victims for shelters in case the duration of flood is expected to be longer than a week. There are 2 type of HexaPod installed in this design. First HexaPod is focusing on groups of single male and female, segregated by gender. Second Hexapod (with bigger square area) place a maximum of 2 families of 5.
Besides acting as a relief centre, for swift distribution of task force, command centre for flood hazard is installed in the second floor of the front tower. The head is JPS which places the office of JPS in times of no flood as well.
Considering the event of flood is common during end of the year, thus, a second typology has to be introduced. Hence, the community mall.
Community Mall is chosen to be the second typology as the surrounding context of Jalan Niaga in Kota Tinggi are majority shop lots. Also, the existing character of the site used to be a commercial building. Therefore, the idea of transformation of spaces is introduced whereby, a group of number of shops will be turned into flood mitigation centre either for emergency or relief. Implementation of technology also plays important crucial in manoeuvring the whole system of the building. Hence, the use of Aqua Fence Flood Gate and Industrial Linear Actuator in this building to help better facilitation.
During non-flood hour, this building functions as agricultural botany training centre. Researches will be conducted by the students that related to vegetation including on “HOW TO PRODUCE A LARGER AND NUTRITIOUS CROP?”. This research will be conducted as a preparation during flood time. This is to ensure that flood victims are always accommodated with shelter and food aid. Flood aid is the main reason why agricultural is the secondary building program during non-flood hour.
The Center for Flood Relief and Mitigation is a building that purposely designed to encounter the flood disaster where almost every December until January will landed at East Coast of Malaysia.
From the news what we heard and read recently, the flood in the East Coast, especially Terengganu, Kelantan and Selangor are really heartbreaking.
The poor victims faced the problem of running out of food source, electric and water supply and are simply get settled at relief center whic might be school nearby or community hall.
therefore, with the specially designed flood relief center, we hope that we could help the victims during flood, giving them a more secure place within the disaster period.
Whilst during non-flood, the center will transform into another function which is market, food court and at the same time have farming activities in the urban area.
Although the design is not perfect because there are some quite important issues that I overlooked, this is the design that I came out with within this several months.
